Congress exercises its
constitutional authority over local Washington, D.C. in a
manner that diverts Congress from its responsibility to
focus on their own constituents.
Congress has compromised the
interests of its constituents: it has divided loyalties.

sets of constituents; the home district constituents who
elected Congress to office; and D.C. residents, whom
Congress governs and is a subordinate class of constituents
