OVERVIEW
Our research reveals that
Congress exercises its constitutional authority over local Washington, D.C. in a manner that diverts Congress from its responsibility to focus on their own constituents.
Congress has compromised the interests of its constituents: it has divided loyalties.
Congress is responsible to two sets of constituents; the home district constituents who elected Congress to office; and D.C. residents, whom Congress governs and is a subordinate class of constituents
Congress, by governing local D.C., expends precious and duplicative resources that ought to be reserved for the constituents who sent them to Congress.
Part One. Congress fails to report to its real constituent clear and open information about the work it does on the D.C. subcommittee and its active role in local D.C. governance.
Part Two. Congress exceeds its constitutional authority to exercise thresh-hold oversight over D.C. affairs and instead engages in an activist intermeddling that often threatens not enhances the efficiency of the D.C. institutions.
